Tsukuba Science City really is a breakthrough in the field of high technology. Research and educational institutes were moved from overcrowded Tokyo and other metropolitan areas, to the much more spacious and suitable study environment of Tsukuba.

In September 1955, there was a cabinet agreement to try and solve the problem of population density, by focusing on more development in rural districts. Tsukuba Science City is a prime example of this, and has been built up from nothing to one of approximately 46 research and educational institutions, including Tsukuba University. Including privately owned ones, there are at present approximately 300 research institutes and industries, which have advanced into Tsukuba's surrounding research and development industrial areas. There are some 13,000 researchers at these institutes making it the largest accumulation of scientific technology in Japan.
