Outline of Town Building Scheme
Establishment of the Tsukuba Science City Construction Act

In order to promote the construction of Tsukuba Science City, the Tsukuba Science City Construction Act was established in May 1970. This act sets the city's construction aims as "establishing a science city appropriate for conducting experimental research and education while at the same time developing a well-balanced rural city, and contributing to the ease of the excessive population concentration in the existing Tokyo metropolitan area." The act also states the area of the Science City, the organization of development plan for the city and the surrounding region, a general design for actually putting projects into effect, as well as other aspects of the undertaking.

Fundamental Principles of the Tsukuba Science City Construction Plan

In February 1971, a year after the Tsukuba Science City Construction Act was established, the Promotion Headquarters, in line with the Construction Act, set up the "Fundamental Principles of the Tsukuba Science City construction Plan" and the "Outline of the Development Plan for Public-works Projects in Tsukuba Science City", which presented the concrete details of the construction plan. These principles explain the basic policy of building the city as follows:
  • The Science City shall be developed in such a way as to enable the efficient conduct of high-level research and educational activities in mutual organic collaboration, while at the same time, in such a way as to maintain residents wholesome and cultured living by preserving its natural environment and historical heritage.

  • In building the Science City, the site shall be divided into two districts: the Research and Education District and the Suburban Development District. They shall be developed in a comprehensive and unified fashion, making the most of their respective characteristics.

  • In arranging the location of national and private research institutions and educational institutions including universities in the Research and Education District, they shall be put together to constitute a number of unified complexes,each of which represents the characteristics of their own research and educational fields.Organic collaboration and complementary relationship among different complexes shall also be taken into consideration.

  • As regards private research institutions, a positive attempt shall be made to attract to the city those equivalent to national experimental and research institutions, those having a close and inseparable relationship with governmental research activities, and those which should be brought to the city from the standpoint of research functions.Also, with regard to private universities, positive efforts shall be made for their induction.

  • As for public-works projects in the Science City, priority shall be given to construct those facilities necessary for the Science City to carry out its functions.

  • With regard to the Suburban District, its growth shall be promoted to maintain balance with the Research and Education District.
